What does this program do?
The Agency will make grants to public bodies and private nonprofit corporations, (such as States, counties, cities, townships, and incorporated towns and villages, boroughs, authorities, districts, and Indian tribes on Federal and State reservations) to provide associations Technical Assistance and/or training with respect to essential community facilities programs. Food establishment inspection reports (Restaurants)
- Inspections are a "snapshot" of the day and time of the inspection. At the time of the inspection, violations are recorded, and often corrected on the spot, before the inspector leaves the facility. Inspections are conducted by the Department of Inspections and Appeal's Food Safety Specialists. A uniform training program is utilized for all inspectors following national standards. PROGRAMS DIVISION - LEAD-BASED PAINT & LEAD HAZARD REDUCTION DEMONSTRATION GRANT PROGRAMS
The purpose of the Lead-Based Paint Hazard Control (LHC) and the Lead Hazard Reduction grant programs (LHRD) is to identify and control lead-based paint hazards in eligible privately owned housing for rental or owner-occupants. The Lead-Based Paint Hazard Control Grant program is the largest program in terms of dollar amount and number of grants. The main distinction between the two programs is that the LHRD program is targeted to urban jurisdictions (either alone or through a consortium) that have at least 3,500 pre-1940 occupied rental housing units, while the LBPHC program is open to all jurisdictions, urban, suburban or rural. Also, the requirement for grantee match is higher (25% vs. 10%) for the LHRD than for the LBPHC program. Both programs have a stellar track record across the country. Lead Poisoning Prevention Program (Iowa HHS)
Lead poisoning happens in children when they have lead in their bodies. Lead is highly toxic and can cause developmental delays, learning difficulties, headaches, and more. Even small amounts of lead can harm a child. The Centers for Disease Control and Prevention (CDC) states there is no safe level of lead in a child’s system.

Lead-Safe Renovation
Renovation can disturb paint. This includes sanding, cutting, and demolition. Renovation in pre-1978 buildings can create lead dust and chips. These can hurt adults and children.
In 2008, the U.S. Environmental Protection Agency (EPA) issued rules for renovation. They apply to renovation in pre-1978 housing (target housing). They also apply to pre-1978 child-occupied facilities (daycare centers, kindergartens).
Beginning April 22, 2010, renovators across the nation must be certified. They must also follow lead-safe work practices. The Iowa Department of Inspections, Appeals, and Licensing (DIAL) carries out these rules in Iowa. Certified people will be called “lead-safe renovators.”

MICA (Mid Iowa Community Action) 1st Five program
Iowa’s 1st Five Healthy Mental Development Initiative builds partnerships between physician practices and public service providers to enhance high-quality well-child care. 1st Five promotes the use of standardized developmental screening tools that support healthy mental development for young children.
By using a standardized tool for all children, providers are able to identify children at-risk for developmental concerns, and link those children and their families with community-based resources to improve access to appropriate follow-up care. Primary care providers play a key role in supporting optimal healthy mental development in children. Therefore, primary care providers can play a critical role in providing developmental screenings.
Mobile Crisis Response Team Eyerly Ball- Unity Point Health
Services Offered:
- Mobile Crisis Response Team: serves 18 counties, including Jasper County. Eyerly Ball offers a 24/7 Mobile Crisis Response Team for 18 counties. The Mobile Crisis Response Team is an active part of a state-wide crisis system of prevention, response and postvention services, responding immediately to crisis events and providing postvention follow-up services to all clients.

How to Access Services
To access the Mobile Crisis Response Team, anyone within the 18-county region may call the Crisis Center at 1-855-581-8111. The service is available to all ages. Anyone experiencing a crisis can access the crisis line, whether it is adolescent behavioral issues, depression, anxiety, substance use, suicidal thoughts and everything in between. Trained phone responders will assess the situation and deploy the Mobile Crisis Response Team if an in-person response is deemed to be necessary or helpful.
A trained two-person team will leave as soon as they have been dispatched and will respond to the scene within 60 minutes. Once onsite, the on-call counselors are able to perform crisis assessments and will take the necessary time with the client to:
- Determine if suicidal or homicidal ideations are present
- Determine if de-escalation and stabilization in the field are possible
- Complete a thorough safety plan with the client if they are willing to contract for safety in that moment
If transportation is necessary to ensure client safety, on-call counselors will transport voluntary clients ages 12 and above (with the presence of a parent or guardian for children and dependent adults).
Within 24 hours of the end of the crisis interaction, a case manager will attempt to make contact with the client and is available to provide up to 30 days of case management services. Case management can coordinate appointments, provide transportation for appointments and provide reassurance to clients.
Crisis Stabilization Community-Based Services
Crisis Stabilization Community-Based Services (CSCBS) are short-term services designed to de-escalate an individual experiencing a mental health crisis and stabilize them where the individual lives, works, attends school, or socializes. CSCBS is a voluntary service for individuals in need of a safe, secure location that is less intensive and restrictive than an inpatient hospital. The goal of CSCBS is to stabilize the individual within the community.
Services provided through Crisis Stabilization Community-Based Services include, but are not limited to:
- Psychiatric services and assessment
- Medication management
- Counseling
- Referral to additional Eyerly Ball programs
- Peer support
- Connection to ongoing services and resources
Crisis Stabilization Community-Based Services are offered to individuals who have utilized the Mobile Crisis Response Team in one of the eighteen counties listed above.

My Body, My Rules CAP (Children Assault Prevention)
Greater Des Moines Child Assault Prevention (CAP) Program
The CAP program is a personal safety education program for schools. It uses a three-pronged approach to prevent child assault and maltreatment by presenting workshops for school staff, parents, and elementary school children. The program approaches prevention from a perspective of human dignity, mutual respect, and basic human rights. Everyone has the right to be safe, strong, and free.

Children's Workshop: This empowering approach to prevention explains that when another person tries to take away our rights to be safe, strong, and free - there are problems. Through interactive role-play, we demonstrate what the problems might look like.
The role plays include situations such as:
- Bullying (peer to peer assault)
- Abduction (assault by a stranger)
- Sexual Abuse (assault by a known person)
The role plays are each done two times. In the first role-play, the situation is not resolved. Important safety skills are introduced or reviewed for each situation. In the second role play, the situation is resolved successfully.
There is one final role play starring the classroom teacher. This role play shows what it might be like to talk about a problem with a trusted adult. After the children's workshop is review time in which kids can talk with a facilitator one-on-one. Review time participation is a choice made by the kids. It is always offered, but they don't have to do it.
Staff education and parent education are approximately one-hour sessions done at the school before the children's workshop. The children's workshop takes place in the classroom and is done by a team of three trained facilitators. The children's workshop is approximately 50-60 minutes in the classroom and about 30 minutes of review time after the classroom presentations.

Definition of basic human rights:
- Turning to a peer for support
- Safe or trusted adults
- Definition of a stranger
- Self-protection skills (kicking, yelling, elbowing)
- Telling vs. tattling
- When assault happens, it is important to tell a safe adult and keep telling until someone listens
- Tricks used by unsafe adults or peers
- When assault happens to a child it is NEVER the child's fault
- It is OK to say no to a grown-up or peer when they make us feel uncomfortable

The Geisler Penquite Foundation

February 5, 2024 -- Board members of the Geisler-Penquite Foundation invite Jasper County non-profit organizations to submit applications for funding to support charitable work benefiting Jasper County residents. Geisler-Penquite Foundation grants, which are available only to Jasper County (Iowa) non-profits, must be invested by recipient organizations and held in a dedicated Geisler-Penquite Endowment. Each year, only earnings from the Endowment may be utilized to fund organizations’ current operations, projects, or special programs.
Established in 2009, the Geisler-Penquite Foundation’s roots trace back to 1969 when the Geisler Penquite Charitable Corporation was created with just $7,000 by the Jasper County farm family of John E. and Gertrude Setzer Geisler and their children, Harold and Cecil. Since then, distribution of the family’s farm holdings and investments have resulted in grants totaling nearly $9 million to Central College and 16 Jasper County non-profit organizations whose missions align closely with the family’s deeply held values of hard work, diligence, a love for learning and strong adherence to Christian principles.
In 1977, the family’s desire to invest in Christian higher education inspired Cecil Geisler Penquite and her husband, Loren, and Harold Geisler and his wife, Mavis, who resided in rural Mingo at the time, to donate $500,000—then the largest single gift to Central College in the school’s history—to fund educational materials, technologies, and learning experiences available in the Geisler Learning Resource Center.
In addition to Central College’s Learning Resource Center and Education Department, long-time Geisler-Penquite Foundation grant recipients include Baxter Community Educational Scholarships, Centre for Arts & Artists, Colfax Mingo Scholarships, Greater Des Moines Habitat for Humanity (for Jasper County projects), Iowa Sculpture Festival, Jasper Community Foundation-Mingo, Jasper Community Foundation-Newton, Jasper County 4-H, Jasper County Historical Museum, Newton Dollars for Scholars, Newton Y.M.C.A., Park Centre/WesleyLife, Progress Industries Foundation, Newton Arboretum & Botanical Gardens, Mercy One/Newton Medical Center, and Sheepgate - Division of Teen Challenge of the Midlands.
